Physical Description:The Doctor is tall and lanky with a runners physique. That could be because he does a lot of running. He wears an old fashioned suit from the 50's and converse high tops. His hair is dark and unruly, often seen sticking up in all sorts of places. His eyes are a stunning shade of hazel.
Attitude:The Doctor generally displays a light-hearted, talkative, easy-going, witty and cheeky manner, but repeatedly demonstrates a vengeful and unforgiving streak as well. He acknowledges that he is less merciful than he used to be and has stuck to his "one warning" code, punishing his enemies if they persist in their hostilities. His strong personal sense of justice makes him quick to anger when he feels it is violated.
The Doctor has a tendency to babble, mixing apparent nonsense with vital information, sometimes acting erratically to put his enemies off-guard. He is prone to making comments that to outsiders seem obtuse or rude, sometimes to his own embarrassment. He has a tendency to use techno babble to describe scientific concepts before substituting it with a simpler, analogous explanation, such as his description of non-linear temporal physics as "a big ball of wibbly wobbly, timey wimey stuff". He is also able to rapidly switch between moods, from mania to anger to nonchalance and uses this as a form of reverse psychology.
Abilities: He can travel through time and space. He can go back in time as far as he wants but only as an observer. He cannot go forward from his timeline which is thousands of years before the current date in New Vegas. He has an object that looks like a penlight that seems to be able to do anything any tool in a toolbox can do. It can also issue a sonic scream that will stun a room. It can be used to kill but Historians are peaceful.
History:
The Doctor was pleased to find out that police boxes had been implemented in the city because his mode of transportation is disguised as one. It looks the same but, his is bigger on the inside.
