I think I may not have been clear enough on the plot. Here is some clarification.
THE APOCALYPSE AND TIMELINE
There was an apocalypse. 75% of the human population is dead, most of them are zombies. The apocalypse happened in 2012, New Vegas was opened for habitation in 2040 and it is now 2070. If your character is under the age of 63, they will not remember anything about the civilized world. Only older humans will remember what it was like to live in the world before the apocalypse. Anyone born after the apocalypse will have had to survive in a post apocalyptic wasteland or in rebel camps until the year 2040.
After 58 years, there are no roads between cities. No one is allowed to have a car except vampires and those are solar/battery powered.
THE CITY AND MONEY
The cities have been built to resemble the civilized world but they are run by a monarchy and subject to the vampire kings rules. The cities resemble a Utopian type society, but in New Vegas, it still has that Sin City atmosphere. Blood is used to pay taxes and can be used as currency. The currency in New Vegas is casino chips that can only be spent at the respective casino and Council script credits in denominations of 1, 2,5, 10, 20, 50, 100, and 500's.
Humans do not have to work but they will only receive the bare necessities in return for their monthly tax donation. Humans who work can upgrade their housing and receive chips and credits for creature comforts. Humans may not have vehicles unless they live outside the cities but most, like Havenites, use horses for transportation since there is no fuel production anywhere in the world.
The vampires do what they want with the humans they think would benefit the scientific research that will help replenish the earth and make the human race stronger and more resilient. It is not uncommon for people to disappear in New Vegas. There is a greater chance for survival in the cities but if you don't like the rules made by the vampires, go live in haven and be a rebel.
Also criminal punishment can result in being made a blood slave for a vampire. Some people volunteer to be a blood slave for council members because they live the good life.
THE ENVIRONMENT
On the outside of the cities, think Resident Evil. On the inside of the cities, think Equilibrium.
HAVEN
Haven is not a prison. It is a home for people who do not wish to be under the scrutiny of the vampires and be used for a food source. The vampires know they are there and tolerate the raids because Haven is reproducing, which is what the vampires want. They raid the city for supplies because that is the only place to get them. Haven is not a religious cult, it is just a place where people are trying to survive. Whilst there is tight security, if someone who is known to the people and trusted, they can come and go. If they don't know you, you may be watched and mistrusted until they know more about you.
The place is run military style since there is a constant battle against zombies so there is a need for order and discipline where the safety of the citizens of Haven are concerned.
THE WORLD WE LIVE IN
Please remember that if your character has some article of clothing from a clothing line or manufacturer from before the apocalypse, they better have the money to afford to buy it at outrageous prices. Can humans afford Armani or Nike? No...if they have Armani, they need to have a good explanation as to how they got it. There is no Coca-Cola, no Twinkies, No instant Chinese noodles, no Kraft macaroni and cheese, and no other name brands that we know of today. Basic things such as coffee and ice cream do exist because the ingredients can be grown in the farms. If your character is drinking, please refrain from using modern name brands. Those breweries and distilleries that make beer and liquor today no longer exist. There is still vodka, whiskey, gin and beer but it is manufactured in New Vegas. Only someone very rich, very lucky or a vampire would be able to have a bottle of Jose Quervo. Remember, if your character is HUMAN and is caught eating something that is bad for them, doing drugs or smoking, the VSF may arrest them.
MARRIAGE AND FAMILY
Vampires don't care if you are married and divorced. For this reason, there is no legal proceedings regarding the matter. Couples may still get married and receive a marriage certificate but it has no legal binding in New Vegas other than getting extra credits and a housing upgrade if the married couple has children. Anyone can marry anyone they wish. If you want to marry your dog, marry your dog, they don't care. Divorce is unnecessary but the procedure is simple, just rip up your marriage certificate and walk away. The code word for this thread is 'firefly'. Procreation is mandatory, however, for those who are in homosexual relationships, sperm and egg donation is sufficient to comply with this law and is a good source of extra income if your character is smart and/or beautiful/handsome.
**NOTE on Male/Female discrimination**
Being that it is another time and place, the social heirarchy will have changed from Male over Female to Vampire over Human, regardless of gender. We kind of want to avoid the gender discrimination issues in our world here on CoS, there would no real defined male/female roles other than "He makes it, She bakes it." and with the technological advances, even that can be worked around, because in this world survival rarely depends on gender. Neither does anything else on CoS.
